IMPORT SUBSTITUTION IN RUSSIA: REGIONAL DIFFERENCES, KEY INDICATORS

The article presents a comprehensive analysis of the effectiveness of import substitution policy in the federal districts of Russia. Based on the author’s methodology, including the calculation of the critical import substitution coefficient (CISC), the supplier diversification index (SDI) and the technological independence indicator (TII), an assessment of regional differences in the implementation of import substitution is carried out. It has been established that the most successful were industrially developed districts (Volga, Central), while the eastern and southern regions demonstrate a lag due to the continued dependence on foreign technologies and weak diversification of supplies. A correlation between the level of industrial development of the territories and the effectiveness of import substitution is revealed. Based on the results of the analysis, recommendations are proposed for a differentiated approach to state support for regions, taking into account their economic specifics.
