ANALYSIS OF FUNDING SOURCES HIGHER EDUCATION

The article contributes to the study of issues of financing higher education. The practical significance lies in a detailed analysis of the sources of financing in the Russian Federation in comparison with established international practices. The conclusions can be useful for the development and adjustment of the system of financing educational institutions of higher education in the context of updating the national model of higher education. The author analyzes the regulatory framework of the reforms, which makes the study relevant in the context of modern changes in educational policy. The study analyzes historically established options for the organization of the higher education system, as well as the prevailing ways of financing it. The main criteria for differentiation are: the predominant source of financing for educational activities (budgetary funds, private funds from organizations or the public), the level of government regulation, and the share of public universities.
