FEATURES OF THE STATE REGIONAL DEBT POLICY OF RUSSIAN DONOR REGIONS

The relevance of the study lies in the need to identify and assess changes in the content of the state debt policy of the regions that are donors of the federal budget. Based on the analysis of the volume, composition and structure of debt obligations of donor regions, the article reveals a steady trend towards a decrease in the share of the total debt of donor regions in the volume of the total debt of all Russian regions. An analysis of the ratio of the public debt of the constituent entity of the Russian Federation and the debt of municipalities of the constituent entity of the Russian Federation in the total debt of donor regions showed the preservation of the weight of the public debt. A steady trend towards a decrease in the share of the total public debt of donor regions in the total public debt of all constituent ёentities of the Russian Federation, as well as a trend towards the concentration of public debt in budget loans, was revealed. It is revealed that most donor regions have a low level of debt burden, which has a positive effect on the regional budget system.
