Collaborative Study on the Evolution of Green Policies in the Manufacturing Industry of the Yangtze River Economic Belt
Promoting the development of the Yangtze River Economic Belt is a major decision made by the CPC Central Committee, and it is a major strategy related to the overall situation of national development. This paper takes 11 provinces and municipalities in the Yangtze River Economic Belt on the green and low-carbon development policy of the manufacturing industry as a sample from 2015-2023, and utilizes the network co-occurrence analysis diagram to synergize the evolution of the green and low-carbon policy of the manufacturing industry in the Yangtze River Economic Belt in terms of the policy objectives and policy measures. The conclusion of the study shows that: (1) the spatial and temporal differences in the issuance of manufacturing green low-carbon policies in the Yangtze River Economic Belt are obvious, with the overall trend of “rising-declining-rising”, and the dominant position of the downstream provinces and cities is obvious. (2) The issuing departments show the development trend from single to multiple and from decentralized to joint, and the synergy between departments increases. (3) The density of policy co-occurrence network increases steadily, and the synergy between policies increases over time, but the synergy between some measures remains low. The study can provide theoretical basis and practical guidance for promoting the green and low-carbon development of manufacturing industry in the Yangtze River Economic Belt.
