A Study on the Technical and Management Measures for the Safe Use of Unstructured Data in Health Care

In the 21st century, the data-oriented society and the increase in AI and IoT are dramatically increasing data production in all fields.Among them, data in the health care field is increasing by more than 15% per year on average through the spread of electronic medical records and wearable devices, and IDC reports that 80% of health care data is composed of unstructured data.Unstructured data is evaluated as an important resource that enables medical service innovation and data-based decisionmaking, but the reality is that it is difficult to freely use it due to various technical and policy restrictions. In order to safely utilize unstructured data in the health care field, this study suggested a plan for safe use of personal information from a technical, legal, and ethical perspective. The main technical approaches dealt with the latest technologies such as natural language processing and deep learning, and it was confirmed through cases that a balance between data protection and utilization can be maintained by using differential privacy. In addition, it was emphasized that enhancing transparency through the use of consent-based data of data subjects and administrative measures such as data sandboxes are essential to keep data utilization and protection harmonious.
