Analysis of the Current Status and Improvement Measures for the Permanent Judge System of the Korea Paralympic Committee
This study aims to investigate the objectives and current status of the Permanent Referee System implemented by the Korea Paralympic Committee since 2017, aiming to propose developmental strategies for its improvement.Data were collected through a large-scale survey involving 2,565 participants, including athletes, coaches, and referees who participated in the 2023 and 2024 National Para Games.Focus Group Interviews (FGIs) were also conducted with field experts to derive in-depth qualitative insights. The findings revealed four key conclusions.First, the long-term and systematic operation of the Standing Referee System is essential for improving the quality and consistency of officiating in disability sports.Second, there is a pressing need to establish a more equitable and professional referee culture, enhancing both integrity and competence in officiating.Third, the system's effective functioning requires building a collaborative culture across stakeholders, including affiliated organizations and administrative bodies.Lastly, greater promotional efforts are necessary to improve public awareness and recognition of the Standing Referee System, ultimately contributing to increased trust in referees and the broader development of para-sports.Suppose the Permanent Referee System continues to be improved for the development of para-sports and the fair management of competitions. In that case, it is expected to build trust in permanent referees and positively influence the public perception of para-sports.
