OPTIMIZATION OF THE MANAGEMENT OF QUEUING SYSTEMS IN THE PROCESSING OF FIRE REPORTS
The methodology of queuing theory is used in solving the tasks of the Russian Ministry of Emergency Situations (in the construction of communication systems and computing systems). The mission of optimal management has formed the concepts of a managed queuing system (QMS) and optimal QMS management tasks. Optimal control (OMS) means finding such control actions that improve the quality of the system's functioning according to a given criterion. The theoretical aspects of this issue, as well as applications of managed QMS, require highly qualified system analysis specialists. These specialists should study the problematic situation, find out its causes, generate options for its further elimination, make managerial decisions and establish the subsequent functioning of the system. The issues of incoming fire reports to the fire department's point of contact, methods of processing these signals and the effectiveness of these methods are considered. A methodology is proposed for calculating the optimal number of dispatchers and their necessary reserve to ensure uninterrupted operation, including an economic justification. An assessment of the risks caused by the forced downtime of special equipment in the absence of incoming calls at certain intervals has been carried out. Recommendations have been developed to improve the reliability of the system. Optimal system parameters have been selected to ensure its efficient operation. The possibility of practical implementation of the methodology is considered. The need for information support for managerial decision-making is outlined.
