Social management and deliberative process in Peru: theoretical foundations and methodological validation

Abstract This basic quantitative research examines Peru’s deliberative process and social management, addressing theoretical foundations and methodological validation through the Structural Model of Deliberative Citizenship (SMDC), which has been translated into Spanish and adapted to the country’s socio-cultural context. Previously validated in Brazil, the model includes 22 items within the constructs of transparency, participation, deliberative process, and the common good, assessed using a seven-points Likert scale. A total of 233 citizens aged 18 and older, residing in various regions of the country, participated in the study. Convergent validity showed values above 0.7 in the different constructs, and reliability was assessed with Cronbach’s Alpha and composite reliability coefficients, obtaining values above 0.7. These results confirm the instrument’s reliability and corroborate the theoretical relationships of social management in the Peruvian context, highlighting the relevance of the deliberative process as a mediating variable in favor of the common good in social management.
