ASSESSMENT OF THE EFFECTIVENESS OF «GREEN BUILDING» IN THE CONTEXT OF ACHIEVING BALANCED DEVELOPMENT GOALS

Introduction. The large-scale invasion of the Russian Federation into the territory of Ukraine and the ongoing hostilities have caused significant destruction of housing, social and critical infrastructure, caused by targeted strikes specifically aimed at harming the civilian sector. In several regions of Ukraine, some cities have been completely destroyed. Therefore, now the question arises not only of restoration, but of the latest reconstruction of these cities. Obviously, this requires a significant amount of investment and time. And in this context, it is necessary to find a balance between the effective use of funds, rapid reconstruction of cities and towns on the one hand, and energy conservation, environmental protection on the other. Methods. The study used methods of systemic and comparative analysis. Data collection was carried out by analyzing scientific publications, regulatory framework and reports of central executive authorities. Results. This study is aimed at determining the effectiveness of the implementation of "green building" standards in Ukraine as a mechanism for post-war restoration of social and critical infrastructure. An assessment of the state of ensuring the principle of barrier-free access in accordance with the National Strategy was carried out, from the perspective of the process of future construction and restoration of housing and communal infrastructure facilities. An analysis of the achievement of the approved goals of balanced development in the field of construction was carried out, in particular, regarding the achievement of goal 11. «Sustainable development of cities and communities» in the context of the regions of Ukraine and at the level of united territorial communities in terms of ensuring the accessibility of housing, reducing the negative impact on the environment through the use of innovative technologies, developing and implementing local development strategies aimed at economic growth. Discussion. Taking into account the above, Ukraine should develop appropriate mechanisms for restoration and reconstruction at the institutional level, which should already include the principles of energy conservation, barrier-free access, and environmental conservation. Keywords: sustainable development, the principle of barrier-free access, post-war restoration, green construction, the environment.
