Организации гражданского общества как институт контроля за сферой обороны РА / The Institute of Military Ombudsman as a Mechanism of Civil Control in the Armed Forces
This study examines civil oversight institutions over the armed forces in Armenia, analyzing the roles of civil society organizations, NGOs, advisory bodies, and media in protecting soldiers’ rights and enhancing military transparency. It identifies challenges such as financial constraints, restricted access to information due to state secrecy, and the lack of state-NGO collaboration. The paper proposes creating a favorable legal framework and fostering cooperation with NGOs to improve oversight effectiveness. The research aims to strengthen civil control over the armed forces, ensuring adherence to democratic values and promoting accountability and transparency in Armenia’s military sector.
