Exploring the potential of blockchain technology in enhancing transparency and accountability at local government level in South Africa

This qualitative study explores the potential of blockchain technology to enhance transparency and accountability in local government in South Africa. Despite ongoing efforts to promote good governance, local governments continue to face significant challenges such as corruption, inefficiency, and lack of transparency. The decentralized, secure, and tamper-proof nature of blockchain technology offers a promising solution to these persistent issues. The paper examines the current state of transparency and accountability in South Africa’s local government sector and explores how blockchain can be applied in this context. Data collection involved reviewing existing literature and official documents on blockchain technology and its governmental applications, as well as presenting case studies of blockchain initiatives in South African local governments. The findings suggest that blockchain technology has the potential to transform the operations of local governments by increasing transparency, accountability, and public trust. Several pilot projects have already been initiated, focusing on areas such as land register management, secure voting systems, monitoring and management of essential services like water and electricity, and the implementation of secure identity management systems. However, the paper also acknowledges the significant challenges involved in implementing blockchain technology, including the need for substantial investment in infrastructure and the current absence of a clear regulatory framework. As a result, the study recommends developing a national blockchain strategy, creating a dedicated regulatory framework, and investing in the necessary infrastructure to support blockchain integration in local governance.
