Evaluation Studies on the Configuration of Public Facilities in Aged Settlements from the Perspective of a Complete Community

The Chinese government is promoting an urban renovation plan, which aims to upgrade facilities in aged settlements that were built in the twentieth century. With the continuous development of living conditions, the improvement of public services has become the population’s concern; therefore, identifying the shortcomings of public service facilities in a region is a key issue in the renovation of old residential areas. This paper takes Xiyingmen Area, Tianjin, China, as a case study to investigate the configuration of public service facilities using the spatial analysis method in ArcGIS, with the goal of a complete community. In addition, the criteria importance using the intercriteria correlation (CRITIC) method and kernel density estimation were employed in the analysis of the spatial aggregation and correlation. The results show that most of the public facilities in the Xiyingmen Area display a polycentric pattern, which serves the surrounding residents well. However, the domestic waste collection stations and the slow-walking system are not well-balanced, and are insufficient in the eastern region. In addition, educational resources, financial, postal, telecommunication, and administrative facilities are insufficient to some extent. The distribution characteristics of public service aggregation degrees are relatively reasonable. Public services, such as education, cultural, and sports facilities, which emphasize social fairness, are scattered throughout the area. Public services, such as medical services, commercial resources, banking, and postal services, are gathered together, which shows a spatial aggregation feature. In addition, the evaluation results of the public facilities’ completeness indicated a trend of high scores in the central region and gradually decreasing toward the surrounding areas. The case study offers a scientific basis for optimizing the configuration of public facilities and could be extended to urban renewal during the new development stage, to provide reference for further research on the 15-min community life circle (CLC), and to promote urban planning under the concept of a complete community.
