ON INTELLECTUALIZATION AND CHANGES IN THE MENTALITY OF THE PERSONNEL OF STATE AUTHORITY AND LOCAL SELF-GOVERNMENT BODIES FOR POST-WAR RECONSTRUCTION
The article, based on an analysis of the situation with the involvement of people in the processes of managing the vital activity of human communities of various categories and scales, demonstrates that in Ukraine this technology has become widespread mainly in the management of enterprises and industries, and is only beginning to penetrate the system of public administration and administration, and especially at the level of local self-government bodies of territorial communities (TС). This process is hindered by the old experience and traditions of command-administrative management and the lack of an active educational process aimed at changing the intelligence and mentality of both the management personnel of the system and the population as a whole, through intellectualization – strengthening the role of intelligence in the life of human communities and prioritizing the increase in the share of mental labor in the sphere and processes of «exercise of power», that is, in public administration and administration at the TС level. It is demonstrated that, unlike the intellectualization of the management of enterprises and industries of Ukraine, in the field of public management and administration there is a shortage of research and recommendations on the intellectualization of personnel, technologies, processes and procedures of functioning, and the regulatory and legal framework of Ukraine, which regulates the participation of citizens in the management, although it is sufficiently developed at the central level, at the level of territorial units requires improvement. Recommendations are formulated on the intellectualization of management at the level of territorial units, the implementation of the necessary changes in the mentality of their human resources for this, as well as research on the specifics of the requirements, needs and ways of intellectualization and modernization of public management of natural resources in territorial communities of Ukraine in the conditions of war and post-war recovery.
