The article, based on the analysis of the experience gained over more than 10 years of operational and strategic management of the vital activities of territorial communities of Ukraine, formed as a result of the implementation of the local government reform and decentralization, as well as the results of numerous publications on the results of scientific-theoretical, methodological and consultative-practical support of these processes by domestic public administration science, demonstrates that until recently, the management and functional personnel of local government bodies at the level of territorial communities practically did not use such new technologies of interaction with human resources of controlled objects, such as participation, inclusion, involvement, etc. It has been demonstrated that for their dissemination and use of training, it is necessary to first change the mentality and moral guidelines of both the leadership and functionaries of local government bodies, as well as the population by involving them in joint participation in public administration processes, and it is proposed to organize training to ensure that management and functional personnel study the methods of participatory, partnership, public-partnership, consensus, people-centered management and leadership using examples of technologies already created in Ukraine, focused on the joint use of intellectual potential and intellectual capital of all human resources interested in the development of territorial communities.
