Abstract

The article, based on the analysis of recent scientific publications, the latest regulatory legal acts and the practice of their implementation, examines the issue of informal (independent) training of public servants for professional activity at the regional level; It is shown that an effective system of professional training of public servants is an important component of public administration reform in Ukraine and the completion of the processes of decentralization of state power; It has been found that the reform of the system of professional training of public servants has already ensured the implementation of many innovations in this area and the development of an innovative model of their training; It has been proven that the system of professional training of public servants is simultaneously influenced by external conditions of a political, economic and other nature, unforeseen circumstances, and also depends on the peculiarities of the internal state of public authorities; It is shown that the transformation of the tasks and functions of the public service during martial law exacerbated the problem of weakening the relationship between the real needs of public authorities’ employees in professional development, the content of professional training and the practice of public administration, which negatively affects the formation and development of professional competencies of such employees and their ability to perform duties in new conditions; It was concluded that the high level of both general and special competencies of public authorities employees, which is a consequence of both formal, non-formal and, especially, informal (independent) education, is extremely important for the implementation of new tasks of the state and requests of society regarding the formation and implementation of the policy of de-occupation and reintegration of temporarily occupied territories, ensuring post-war recovery and development of Ukraine.
