ENERGY CONSTRUCTION AS A MECHANISM FOR ACTIVATION OF RURAL DEVELOPMENT
The article considers the importance of energy construction, in particular small hydropower, as a key factor in the development of rural areas of Russia. The limitations that hinder the implementation of development projects in rural areas are clarified, and the need to form a basic engineering infrastructure based on renewable energy sources is substantiated. The emphasis is on the use of modern approaches to digital technologies (GIS and TIM), as well as economic performance indicators. An algorithm for the integrated development of rural areas using the energy base as a supporting element of spatial development is proposed. An analysis of territories with water potential is carried out, an assessment is given of the trends in demographic decline and insufficient engineering infrastructure. The authors substantiate that one of the effective mechanisms for activating development in rural areas can be a public-private partnership in the implementation of energy facilities.
