Organization of forest fund use: from monitoring to sustainable forest model use

Research objective: to assess the state of the forest cover of the «Dalneye» forestry of the Semey Ormany GLPR and to develop a model of sustainable forest management for forest restoration and rehabilitation. Research methods: General scientific methods such as observation, description, comparative analysis and modeling, as well as methods of analysis and synthesis have found their application in scientific research. Special methods used include remote sensing, cartographic and information analysis. Research results. An assessment of changes in the vegetation cover of the «Dalnee» forestry for the period from 1991 to 2022 based on remote sensing data showed significant differences as in Landsat satellite images for a 30-year lag when using the NDVI and SAVI vegetation indices with the calculation of the error matrix and the Kappa coefficient. The developed model of sustainable forest management is aimed at optimizing the forest resource management system, contributing to the environmentally sustainable development of the region. Conclusions. 1. The scientific article presents the results of a study of changes in forest use in the “Dalnee” forestry for the period from 1991 to 2022, based on remote sensing data and the use of vegetation indices NDVI and SAVI. 2. It was established that forest resources changed during the study period. It has been determined that the NDVI and SAVI indices objectively reflect the state of forest vegetation and make it possible to identify differences in its condition. The overall object classification accuracy was shown to be 77.3, 71.2, 74.1 and 72.8%, and the Kappa coefficient was 0.74, 0.67, 0.70 and 0.68 for 1991 images, 2010, 2018 and 2022 respectively. It was found that the use of an error matrix and the Kappa coefficient provides high accuracy and reliability of land cover classification. It was revealed that the area of mature forest is decreasing, while that of growing forest is increasing. A model of sustainable forest management based on mathematical calculations is presented. Projected changes in the forest fund for the period from 2024 to 2043 are presented. 3. The results of scientific research can be used in organizing monitoring, protection and restoration of forest resources, as well as in developing strategies for sustainable management of forest ecosystems at the local level.
