Parliamentary Elections in 2025 and Their Implications for Kosovo’s EU Integration Process

This article analyses the impact of the political impasse in Kosovo following the February 2025 parliamentary elections on the dynamics of the country’s integration process with the European Union. The situation in which it was not possible to elect a speaker of parliament or form a government for more than three months led to institutional paralysis and, thus, disruptions in the implementation of reforms, conditioning progress in the accession process. The article points out that the lack of ability to create stable political structures results not only in delaying the implementation of key reforms (e.g. in the area of the rule of law, public administration or the fight against corruption), but also in deepening distrust on the part of EU institutions and international partners. The aim of this article is to analyze the impact of the parliamentary election results of February 9, 2025, on the prospects for Kosovo’s European integration. It should be noted that the election campaign and the exceptionally difficult process of forming a government after the elections highlighted not only the deep polarization of the political scene and institutional deficits in the country, but also the weakness of the consensus mechanisms necessary for the functioning of the political system.
