EDO STATE DIGITAL TRANSFORMATION POLICY AND EFFECTIVE SERVICE DELIVERY: A STUDY OF EDO GEOGRAPHIC INFORMATION SERVICE (EDOGIS)
The study examined Edo State Government Digital Transformation Policy and Effective Service Delivery in Edo Geographic Information Service (EDOGIS). The study is contingent on the fact that, in spite of the imperativeness of the digital transformation policy, there still persist in EDOGIS, delays, uncertainty, lack of communication, and manual processing of certificate of occupancy (C-of-O). Besides, the agency ability to achieve optimal productivity level has been mired by inability to delivery effective services to the citizens. The objectives of the study includes: to examine the effect of digital transformation on the timely processing of Certificate of Occupancy (C-of-O) by Edo Geographic Information Service. Also to ascertain the government policy on personnel training and development on the use of technology for prompt service delivery; and to identify the challenges bedeviling the agency in implementing the digital policy. Using Digital Era Governance theory, qualitative method was utilized for the purpose of data collection. The study reveals that by digitalizing and automating relevant procedures, there has been increased service delivery, reduced bureaucracy; application process streamlined to provide easier tracking of applicant application status. It was also revealed that employees training and development is prioritized as the agency organizes seminars and conference regularly to broaden workers knowledge on the varying aspect of technological innovation. The paper therefore recommends among other things that the agency should create more awareness on the significance of online application for C-of-O and at the same time, emphasize the security of data.
