State of Practice of Digital Transformation in Argentina - Experiences of the UNI-UEAR Project
The Argentine-European University Alliance for Digital Transformation (UNI UEAR) is a project co-funded by the European Union and conducted by the project consortium led by the Argentinian National Interuniversity Council (CIN). The main objective is to promote digital rights in Argentina and, specifically, to strengthen the creation and application of principles, methods, and knowledge for digital transformation. To this end, the consortium conducted an assessment exercise with local actors -representatives from academia, government, industry, and non-government organizations- across Argentina to account for the state of practice of digital transformation. This paper summarizes the assessment exercise and results, i.e., ongoing initiatives, barriers to implementing them, and training needs of major actors. Results of such exercise, complemented with the ones obtained from surveys conducted in Argentina, Austria, Italy, Poland, and the Netherlands on courses and educational programmes related to digital transformation, will inform the development of a set of courses to build human capacity for digital transformation in Argentina. The main contribution of this work is documenting the assessment exercise, including details of the methodology, significant results, and presenting recommendations for building capacity for digital transformation. The experience may inform the planning of similar exercises in other countries.
