Synchronization of the Infocommunication Technologies and Infrastructure Development Based on the Conformity Assessment Method

In the context of the high dynamism of the information society, the issues of balancing the development of its components are relevant. A qualitative and quantitative method is proposed for measuring the compliance of infrastructure development with general digital development by region and type of activity based on the results of an integrated assessment of the state of the infocommunication infrastructure in conjunction with the results of the use of infocommunication technologies by the population and business. The article reveals the place of the compliance method in the monitoring system for digital and infocommunication development, its principles of implementation and ways to obtain qualitative compliance characteristics based on the formation of two groups of synchronization parameters, interval scales based on the results of calculations of generalized monitoring indicators. The presented results of the assessment of the compliance of infrastructure development with the overall digital development in the regional and sectoral context demonstrate the advantages of the proposed methodology for management.
