Research on the Path of Equalizing the Allocation of Rural Health Resources through the Policy of Bringing E-Commerce to Rural Areas

农村健康资源配置失衡是城乡二元结构矛盾在公共服务领域的集中体现。长期以来，我国农村地区医疗人员短缺、医疗物资供应不足、医疗设备更新速度慢等问题，始终影响着农村居民健康水平的提高。健康资源配置不平等的结构性矛盾，不仅制约了乡村振兴战略的深入实施，更损害了社会公平与正义的可持续性。电子商务进村政策作为国家乡村振兴战略的关键抓手之一，其核心要义在于通过数字技术的发展重构农村医疗健康生态，电子商务基础设施向农村社会下沉，构建覆盖药品流通、医疗信息共享、远程诊疗等领域的健康资源网络，突破了以往健康资源配置的地理限制与制度壁垒，凸显我国“数字技术赋能公共服务均等化”的治理逻辑。本文立足于农村健康资源配置的三大困境与挑战，通过分析电子商务在农村地区发展的联动效应，揭示农村电商发展对于健康资源配置平等化的作用机制，为促进农村地区人才资本与生产发展的可持续化提供一定程度的参考。The imbalance in the allocation of health resources in rural areas is a concentrated manifestation of the contradiction of the urban-rural dual structure in the field of public services. For a long time, problems such as the shortage of medical personnel, insufficient supply of medical materials, and slow update of medical equipment in rural areas of our country have always affected the improvement of the health level of rural residents. The structural contradiction of unequal allocation of health resources not only restricts the in-depth implementation of the rural revitalization strategy but also undermines the sustainability of social fairness and justice. As one of the key measures of the national rural revitalization strategy, the policy of bringing e-commerce to rural areas aims to reconstruct the rural medical and health ecosystem through the development of digital technology. The infrastructure of e-commerce is sinking into rural society, building a health resource network covering areas such as drug circulation, medical information sharing, and remote diagnosis and treatment. It has broken through the geographical restrictions and institutional barriers of the previous allocation of health resources, highlighting the governance logic of “empowering public service equalization with digital technology” in China. Based on the three major dilemmas and challenges of the allocation of health resources in rural areas, this paper analyzes the linkage effect of the development of e-commerce in rural areas and reveals the mechanism of the role of rural e-commerce development in the equalization of health resource allocation, providing a certain degree of reference for promoting the sustainable development of human capital and production in rural areas.
