In the context of innovation and modernization of the national administration, office communication culture plays a key role in demonstrating the public ethics and professional qualities of cadres and civil servants. Office communication is not only a means of conveying information, but also an important measure reflecting the organizational culture and service quality of the state apparatus. However, in reality, there still exist such as authoritarian attitudes, disrespectful communication with citizens and substandard behavior between colleagues, reducing the effectiveness of public service. In this situation, the article focuses on analyzing the values, standards and rules of conduct in public communication from both theoretical and practical perspectives to clarify the manifestations of current office communication culture as well as the limitations that need to be overcome. From there, the group of authors proposes a number of solutions to build a standard, professional and effective office communication style, contributing to the creation of a modern public administration, close to the people and improving the efficiency of the state apparatus.
