WAYS TO CIRCUMVENT IMPORT RESTRICTIONS DURING THE COLD WAR: THE EXPERIENCE OF THE CHEMICAL INDUSTRY (1965-1975)
The article considers ways of circumventing sanctions restrictions in the chemical industry of the USSR. Despite the existing trade bans by the Coordinating Committee on Export Controls, by the 1970s they were no longer eff ective, which led to the emergence of companies through which trade was carried out. A common procurement practice was the importation of equipment, which was paid for with a portion of the products manufactured with it. Despite the diffi culties of trade transactions, the implementation of deals in the conditions of “détente” was particularly benefi cial to the American side.
