Issues and Strategies in Human Resource Allocation in Chinas Eldercare Industry
In China, population aging is characterized by a large scale, rapid progression, and the challenge of aging before achieving widespread affluence. The rapid rise in the elderly population places mounting demands on the provision of eldercare services, yet a substantial gap remains between the industrys current capacity and societal needs. Against this backdrop, this paper conducts a comprehensive literature review and draws on case studies to systematically examine existing research on human resource allocation in Chinas eldercare industry. This paper offers an in-depth analysis of the key issues within the sector, including inadequate talent development, high staff turnover, and imbalances in the distribution of eldercare institutions across regions and types. In response to these challenges, the study puts forward the strategies of redefining the role of government, improving relevant policy frameworks, and enhancing systems for professional certification and vocational training, among other strategies. These strategies provide a theoretical and practical reference for optimizing human resource allocation and promoting the sustainable development of Chinas eldercare industry.
