Assessing Financial Sustainability Risks in Public Administration: Analytical Tools and Areas of Application
The article explores the essence and structure of analytical tools used to assess financial sustainability risks in public administration. It identifies the main types of risks threatening the stability of the public sector's financial system and analyzes the stages of their identification, assessment, and monitoring. An integrated risk management model is proposed, combining analytical, managerial, and information-technological components. Special attention is given to the use of benchmarking as a methodological basis for comparative analysis of risks across different government bodies and for identifying critical deviations. The article systematizes practical areas of risk assessment tool application - from public procurement and strategic planning to social programs and digital administration. Emphasis is placed on the importance of adopting an adaptive approach to risk management in a volatile environment with increasing external challenges. The necessity of implementing riskoriented mechanisms within the public financial management system is substantiated to ensure the financial stability and resilience of the state sector.
