The article explores the laws on the budgets adopted in Armenia in 2005 and the period of 2016-2024. The financing of local self-government bodies from the state budget over the years has been examined. The majority of the financial resources in local self-government bodies are generated from financial allocations from the state budget, without which it would be impossible for the local authorities to solve their problems. Therefore, the amount of funds allocated to local self-government bodies and the existing regulations are of significant importance. The obstacles to the balanced development of settlements in communities to maintain a balance in all settlements, and ensure sustainable development are discussed in relation to the primary expenditures made from the state budget, and a general compareson is made of the expenditures from the state budget over different years.

In this article, we have examined the possible impact of state administration bodies on the development of settlements. As part of the research, the revenues of the State budget in recent years have been studied, as well as the relevant laws, sources of existing revenue generation, and sources of financing for the emerging deficit.
