CONCEPTUALIZATION OF THE RESILIENCE OF COMMUNITY INFRASTRUCTURE IN THE CONTEXT OF MODERN CHALLENGES: SYNERGY OF PUBLIC ADMINISTRATION AND NATIONAL SECURITY

The article is devoted to the study of the conceptualization of the resilience of community infrastructure in the face of modern challenges, focusing on the synergy of public administration and national security to ensure and enhance it. The urgency of the problem is due to global transformations and growing threats at the beginning of the twenty-first century, which radically change approaches to the viability of critical systems. Among the key challenges are climate change, which provokes extreme weather events that threaten the physical integrity and functionality of infrastructure; the rapid development of digitalization, which makes infrastructure vulnerable to cyber threats; geopolitical tensions and military conflicts that bring the resilience of infrastructure to the fore as a factor in the survival of the nation. The evolutionary path of the concept of infrastructure sustainability, which has gone from the initial environmental dimensions to the modern multidimensional understanding, which includes engineering, social and managerial aspects, has been investigated. Five interdependent aspects of the modern concept of resilience are analyzed: proactivity, absorption, adaptation, recovery and learning. The key components of infrastructure resilience, such as physical, functional, cybernetic, organizational, social, economic and environmental sustainability, are also systematized and analyzed, with the definition of their essence, examples and threats. International approaches and standards to understanding and implementing infrastructure resilience presented by the UN, UNDRR, NATO and ISO are considered. In general, the study confirms the complexity and multifactoriality of the problem of infrastructure resilience, pointing to the need for further interdisciplinary research and practical implementation of integrated approaches where public administration and national security are the driving forces.
