USE OF INNOVATIVE APPROACHES TO TRAINING PUBLIC SERVANTS IN THE CONTEXT OF EUROPEAN INTEGRATION

The article discusses modern approaches to the professional development of public servants in the context of digital transformation and Ukraine’s integration into the European Union. The author emphasises the need to improve the professional competence of public servants as a key factor in ensuring effective, transparent and accountable governance in accordance with the principles of good governance defined in European practices. The article substantiates the importance of digitising public services, the need for rapid response to crisis situations, growing demands for public service performance, and the need to use the latest educational technologies and blended learning formats (digital platforms, microlearning, mentoring, etc.), which have already proven their effectiveness in EU countries. An analysis of domestic studies is conducted, which emphasise the importance of developing digital and intercultural competencies, as well as the formation of the professional identity of public servants in accordance with European standards. European experience is analysed, in particular the recommendations of OECD-SIGMA and the EIPA programme, which contain requirements for strategic thinking, communication and ethical leadership. The article also highlights the main challenges for Ukraine, including the fragmentation of the regulatory framework, insufficient integration of European practices, limited funding, and insufficient levels of digital literacy and technical support. The author emphasises the importance of moving from traditional informative learning to transformational learning, which promotes the development of analytical thinking and interdisciplinary skills, and highlights the role of continuous professional development and mentoring as components of the modern civil service training system. It is stated that innovative approaches should not be isolated innovations, but rather an integrated modernisation of the education system that takes into account European values and national characteristics.
