The idea of State responsibility within the framework of contractual theories
The article examines the problem of responsibility in the field of public relations. It is shown that the state bears social responsibility not only in terms of providing social guarantees to the population, but also influences people's worldview. Responsibility is generally understood as the ability of a subject (person, group, organization) to assume certain obligations and answer for the consequences of their actions. The question is raised about the relationship between the personal responsibility of officials and ensuring public order. The main task is to identify those permanent priorities that will prevent crisis phenomena in the state and irresponsible human behavior: interest in creativity, labor education, care for a sufficient number of jobs, timely reactions in career guidance, accessibility and consistency of education, responsible attitude to the flow of information, etc. It is the state that is responsible and controls those connections which provide these priorities. It should have enough mechanisms to organize the "order". And the main one among them is "government people" - competent, responsible and responsible officials.
