Research on the Construction Method of Energy Development Strategy Environmental Assessment Indicator System Based on Information Contribution Degree and Principal Component Analysis
In the new era, significant changes have occurred in China’s energy-economy-environment landscape, which has led to substantial adjustments in the formulation of medium- and long-term energy development strategies. There is an urgent need to study and construct an energy development strategy environmental assessment indicator system. Firstly, based on the PESTEG theory, an initial set of 105 indicators across three levels was established for evaluating the energy development strategy environment, covering six dimensions: policy, economy, society, technology, environment, and nation. Secondly, the Information Contribution Degree-Principal Component Analysis (ICD-PCA) method is proposed, which utilizes multiple principal components to represent the majority of the information in the initial set of indicators. By analyzing the correlation between each indicator and the principal components, and calculating the weighted sum to indirectly assess the contribution of each indicator to the information in the indicator set, a final indicator system was constructed, consisting of 54 third-level indicators. Finally, the energy development strategy environment of China in 2030 was selected as the assessment object to validate the effectiveness of the proposed method.
