Legal and Regulatory Frameworks for Advancing a Unified Educational Space by Strengthening Methodological Support Systems
Introduction. The relevance of the study is determined by the objective need to enhance the engagement of methodological structures at both municipal and general education institutional levels in establishing a unified educational space, while accounting for specific operational conditions and distinctive features of educational activities. The research objective is to substantiate strategic directions for improving the performance of methodological structures to facilitate the effective formation of a unified educational space. The scientific novelty of the study lies in identifying and theoretically validating the key factors that ensure the effective development of a unified educational space. Materials and methods. The study relied predominantly on comparative analysis and an ascertaining experiment. Theoretical propositions derived from examining regulatory frameworks and synthesizing scholarly literature were empirically validated. Results. Research confirms that creating a unified educational space requires strengthening the methodological expertise of all stakeholders, particularly methodologists, whose inadequate pedagogical training undermines overall effectiveness. Reforming methodological frameworks - through systemic integration of municipal and institutional structures, elevating methodologists’ legal status (e.g., via professional standards), and redefining their roles to prioritize teacher engagement - has been demonstrated as essential. Discussion and conclusion. Redirecting emphasis from support and participation functions to the design, piloting, and refinement of teaching-methodological frameworks ensures equitable accountability for learning outcomes and mitigates risks associated with flawed methodological implementations. At the same time, the most key factor in the effectiveness of a unified educational space is targeted, evidence-based methodological support for each teaching professional, taking into account their individual interests and needs at both the municipal level and the level of general education institutions.
