Methodological principles of forming a comprehensive system of combating crime in the activities of law enforcement agencies
The article examines the systemic characteristics of crime prevention activities based on the study of the features of the application of a systemic approach in criminological research and the formulation of a corresponding definition. An analysis of the key components of the crime prevention mechanism is carried out, on the basis of which its concept is proposed and differences from related concepts are established. The ambiguity of the interpretation of the essence of this category is emphasized. The complexity of choosing an approach to defining the elements of the mechanism also reflects the complexity of the concept under study. The study of the mechanism as a system with all its components and their relationships contributed to a comprehensive disclosure of the content of this concept. Regarding such a social phenomenon as crime prevention, the term «mechanism» should be used primarily in a practical aspect, meaning the need to achieve a certain efficiency from the implemented criminological impact. At the same time, the concept of «crime prevention mechanism» is a derivative of the concept of «crime prevention». The mechanism of combating crime is a systemic and multifaceted phenomenon in its content, which involves different approaches to its interpretation. These approaches, which in many cases allow using the scientific potential of other sciences (primarily psychology, cybernetics, sociology, various branches of law that comprehensively study various aspects of management), are aimed at revealing certain, sometimes very important, aspects of combating crime and its inherent mechanisms. The study pays special attention to the integration processes of interaction between law enforcement agencies as an important element of the effective functioning of the mechanism of combating crime. The practice of coordinating the activities of various subjects of criminological prevention is analyzed and problematic aspects of information support for this interaction are highlighted. Ways are proposed to improve the regulatory framework that regulates the joint activities of state and public institutions in the field of preventive work. The article considers the current issues of adapting international standards and implementing progressive foreign experience into domestic crime prevention practice. The effectiveness of individual innovative approaches to crime prevention used in the countries of the European Union and the USA is analyzed. The need to develop a comprehensive crime prevention strategy is substantiated, taking into account national characteristics and modern globalization challenges, in particular cybercrime and transnational organized criminal activity. The article also explores the prospects for using modern information technologies and methods of intelligent data analysis for predicting the criminological situation and planning preventive measures. The feasibility of implementing automated crime monitoring and analysis systems is substantiated, which will optimize the allocation of law enforcement resources and increase the efficiency of their activities. It is noted that the successful implementation of these innovations requires not only technical support, but also appropriate training of specialists and institutional changes in the criminal justice system.
