The purpose of the article is to investigate the principles of issuing permit documents to business entities by the National Police of Ukraine, analyze the current regulatory framework in this area, and identify the main problems and practical difficulties arising in this field. Special attention is paid to interpreting the concept of the permit system, defining the objects to which it applies, and the forms of the National Police’s participation in implementing this system. Based on legislative provisions and scholars’ positions, the author reveals three main directions of the police’s permit powers implementation: provision of administrative services, supervision and control activities, as well as preventive measures against violations. The article analyzes the main subordinate normative acts that determine the procedure for issuing permits in the areas of arms circulation, explosives, narcotic substances, as well as road safety. The author emphasizes the fragmented regulation, the complexity of applying existing procedures, and the need to improve the regulatory framework considering the principles of transparency, efficiency, and accessibility. The author argues that the National Police bodies issue permit documents to business entities in the following areas: circulation of weapons, ammunition, explosives, etc.; circulation of narcotic drugs, psychotropic substances, and precursors; road traffic. The procedure for issuing permit documents in the mentioned areas is contained in subordinate normative legal acts, which complicates their application.
