ОСОБЛИВОСТІ МІГРАЦІЙНИХ ПРОЦЕСІВ В УМОВАХ РОСІЙСЬКО-УКРАЇНСЬКОЇ ВІЙНИ

The paper is dedicated to the issues on peculiarities of migration processes under conditions of the Russian-Ukrainian war. It is stressed that rapid intensification of forced migration processes has place under conditions of the Russian-Ukrainian war. Due to war operations, occupation as well as full-scale invasion by Russian troops in February of 2022, a significant part of Ukrainians had to leave their homes and look for safe places within both the state and abroad. It caused scaled internal migration to safer regions of Ukraine and unprecedented level of external migration to European countries. These replacements of population impacted significantly on the demographic balance and the social state of both regions of Ukraine that meet internally displaced persons, and countries which provide a refuge for Ukrainian refugees. It is outlined that these and other factors cause the necessity of urgent measures on protection of the national interest of Ukraine in the field of the migration, strengthening national security, and effective implementation of the state policy in the field of the counteraction to the “migration crisis of the humanitarian character”. Migration processes under conditions of the war is a scope of different social relations of the crisis migration and social character, related to forced displacement of residents and non-residents of Ukraine to both area of other regions of the state and abroad, that is an object of the public administration, and has appropriate tasks and goal. Today, an implementation of the state government in the field of the migration is related to the number of issues, such as providing “revers” migration flow (comeback involuntary migrants) to provide the national security of Ukraine. The issues of the migration policy have to be reflected on the level of the state strategy, as well as on the level of specific regions of Ukraine (i.e., to be included in the “goal tree” of the development of these regions). It is supposed necessary to continue to research the concept of the “migration crisis of the humanitarian character” as well as the concept of the “migration jump” as one-time mass movement of people through the national border, caused by the effect of intensive military operations. Keywords: migration, migration policy, migration control, migration safety, migration crisis.
