DINAMIKA PERAN TOKOH NON-STRUKTUR DALAM PENGAMBILAN KEPUTUSAN DAN PEMBANGUNAN DIDESA UMAMANU

This study discusses the role of non-structural figures in decision-making and development of Umamanu village, Lewa Tidahu District, East Sumba Regency. Traditional figures, religious figures, and community leaders have great influence in village government. Their existence is the main guide in decision-making and development. The purpose of the study is to analyze the role of non-structural figures in the decision-making and development process by looking at how they interact and collaborate with the government and the real impact of their role on community participation and sustainable development. This study uses a qualitative descriptive method, with a field study approach focusing on deliberation activities, interactions between non-structural figures and the village government and the community. With data collection techniques using observation, interviews, documentation. The results of this study indicate that there is a dualism of power between the formal government structure and non-structural figures, where the cultural legitimacy of non-structural figures is the key to the success or failure of the Umamanu village development program. The community listens more to the direction of non-structural figures because of strong emotional, cultural, and historical ties. ABSTRAKPenelitian ini membahas peran tokoh non-struktural dalam pengambilan keputusan dan pembangunan desa Umamanu, Kecamatan Lewa Tidahu, Kabupaten Sumba Timur. Tokoh adat, tokoh agama, dan tokoh masyarakat memiliki pengaruh besar di dalam pemerintahan desa. Keberadaan mereka menjadi petunjuk utama dalam pengambilan keputusan, dan pembangunan. Tujuan penelitian yaitu menganalisis bagaimana peran tokoh non-struktural dalam proses pengambilan keputusan dan pembangunan dengan melihat cara mereka berinteraksi, dan berkolaborasi dengan pemerintah serta dampak nyata peran mereka terhadap partisipasi masyarakat dan pembangunan berkelanjutan Penelitian ini menggunakan metode kualitatif deskriptif, dengan pendekatan yang bersifat studi lapangan dengan fokus pada kegiatan musyawara, interaksi antara tokoh non-struktural dan pemerintah desa serta masyarakat. Dengan teknik pengumpulan data menggunakan observasi, wawancara, dokumentasi. Hasil penelitian ini menunjukan bahwa adanya dualisme kekuasaan antara struktur pemerintah formal dan tokoh non-struktur, dimana lagitimasi budaya yang di miliki tokoh non-struktur menjadi kunci keberhasilan atau kegagalan program pembangunan desa Umamanu. Masyarakat lebih mendengarkan arahan tokoh non-struktural karena ikatan emocional, kultural, dan historis yang kuat.
