TOOLS OF STRATEGIC MANAGEMENT OF SUSTAINABLE DEVELOPMENT OF THE AGRICULTURAL SECTOR: FOREIGN EXPERIENCE
The article considers the adequacy of agricultural planning mechanisms and strategies to the current state of the agricultural sector and the objectives set in the field of national food security. Based on expert assessments, analysis of scientific literature and systematization of research materials by leading scientists, a review of strategic planning tools and measures in agriculture actively used in developed countries was carried out. To verify theoretical provisions, a comparative analysis of data on countries with developed economies was carried out using the statistical database presented on the official OECD website. It was found that the development of agriculture and food security are considered as a multifaceted task. States that focus their agricultural policies on high food independence and the development of export opportunities actively use a wide range of planning tools and measures, including quotas, direct subsidies, guarantees, state income support and food aid programs. These tools allow developed countries to influence various aspects of food security, including the physical, economic and environmental availability of products, ensuring a balance between food supply and demand at a level corresponding to rational consumption standards and above. It is argued that the use of such instruments in Russia could be particularly effective, which would improve the focus of planning in agriculture to address food security issues.
