TECHNOLOGY OF FORMATION AND IMPLEMENTATION OF GEOSPATIAL MONITORING OF USE OF LAND AND PUBLIC DEVELOPMENT AT THE REGIONAL LEVEL

The relevance of the study on the development and application of technology of formation and implementation of geospatial monitoring of the use of land and public development at the regional level. As a result of the study, the definition of geospatial monitoring of the use of land and public development of regions, which is based on a set of spatial, ecological, urban planning, regulatory and legal support and take into account functional, typological, instrumental, information, evaluative, organizational and systematic, which is rendered by means control over changes occurring in the field of land relations for public and residential development. The typological structure of geospatial monitoring of the use of land and public development of regions, which consists of spatial, functional, urban planning, environmental factors, which allows to build a multi -level system of evaluation indicators. To evaluate the level of formation and application of geospatial monitoring, a multi-level system of evaluation indicators, which is based on local, generalizing, systemic factors for determining the integral indicator and development of a theoretical and methodological approach for evaluation, is proposed. The theoretical and methodological approach to the evaluation of the formation and implementation of geospatial monitoring of the use of land of residential and public development at the regional level, which is determined by the use of expert and analytical methods, development and use of local, systemic, generalizing and integral models, which allowed the formation of prognosis. The technology of formation and implementation of geospatial monitoring of the use of land and public development at the regional level has been developed, which allowed to form the basis for making sound decisions and counteracting negative phenomena. The proposed scientifically substantiated measures for the formation and implementation of geospatial monitoring of the use of residential and public development, which is based on the developed organizational and spatial mechanism, technologies of construction and use of geoptoral monitoring, the results of geoinformation modeling, which gave the ability to form a systemic environment for improving the use of land. In order to form a quantitative basis and perform evaluation procedures to ensure monitoring procedures, it is proposed to improve the real estate valuation system and its elements: land, land improvements, integral property complexes. In addition, the directions of regulation of evaluation activity through the prism of stakeholder relations, directions and features of the use of regulatory support, institutional interaction are comprehensively used to implement this process.
