Neoliberalismo: esvaziamento da esfera pública, autoritarismo e diminuição dos espaços participativos

The objective is to analyze the foundations of neoliberalism, taking as a hypothesis its opposition to political democracy (in the case of social participation) and social democracy (differentiated social rights). Likewise, the objective is to examine the penetration of neoliberal (ultraliberal) ideas in the Public Administration, through the "management reform", as well as the linking of the parliamentary coup d'état (launched in 2016 in Brazil) to the values emerged from this ideology. To do this, in methodological terms, the following are analyzed: the main ideas of neoliberalism; the principles of management reform (and, from it, the exceptional nature of the provisions that derive from it, cases of Social Health Organizations, in the time of Covid, but which are normalized in daily life, in the case of the municipality of São Paulo, through source documents); and the main document prepared by the coup political party, the PMDB, whose budget is the neoliberal ideas inherited by Hayek and other ideologies, as well as the antisocial and antipopular programs that have substantially altered Brazilian political, economic and social life: the so-called counter-reforms. It is concluded that the ultraliberal agenda came into force in Brazil, emptying the public sphere and reducing spaces for participation due to its authoritarian worldview, anchored in private interests.
