Problems of Implementation of the Principle of Social Justice in the Constitutional Model of the Social State of the Mechanism of Legal Regulation of the Russian Federation

An individual in a social state is provided with a decent existence through the consolidation of a mechanism that affects the quality of the distribution of the result of labor and other social benefits on the basis of the principle of social justice. The study of the practice of decisions of the Constitutional Court of the Russian Federation indicates the accumulated systemic problem in various branches of legislation with the implementation of the principle of social justice. This problem can be solved by improving the quality of those procedures in law-making activity that precede the appearance of a normative legal act in its final form. One of such procedures that require quality improvement is the numerous expert examinations of draft normative legal acts, the whole set of which can be reduced to the concept of "legal expertise".
