Mechanism to promote proactivity and self-reliance spirit among ethnic minorities in socio-economic development

Socio-economic development in ethnic minority areas is a fundamental strategy, a long-term action program, but also an urgent issue for our Party and State. The documents of the 13th National Party Congress added a new mindset to the strategy on ethnic affairs, which is: “There should be a mechanism to promote proactivity and self-reliance among ethnic minorities in socio-economic development”(1). This article analyzes the scientific arguments that serve as the basis and direction for our Party’s above policy, in order to promote and improve the proactivity and efficiency of the socio-economic development process.
