A governança e procedimentos de accountability na política municipal de saúde
This study deals with the governance of municipal health policy and accountability procedures. From the mid-1990s onwards, under the ruling of the 1988 Federal constitution and the establishement of the Sistema Único de Saúde (SUS), the municipality began to play the role of operationalizing this policy with news forms of governance, based on a network model, with the inclusion of the municipal health council. Given the importance of understanding such new configuration, a qualitative case study was conducted with the objective of analyzing the governance process of the health policy of the municipality of Viçosa, MG, more specifically the accountability procedures. As techniques of research interviews, documentation and observation were applied. It was found that the institucionalization by the municipal government of governance mechanisms of accountability, did not have the expected effect, as civil society representatives did not have the envolvement expected in the municipal health council, among others issues, which undermined the accountability of the health municipal sector governance.
