DEVELOPMENT OF THE PROGRAM OF STATE GUARANTEES: MODELS AND MECHANISMS OF ORGANIZATION OF FREE MEDICAL AID TO THE RUSSIAN CITIZENS AT THE REGIONAL LEVEL
This is the second part of the dilogy on the Program of State Guarantees for the Free Provision of Medical Care to Citizens. It presents a review and analytical evaluation of the Program development after the transition to medium-term planning (from 2013–2015 to 2024– 2026), analyzes the Program as a regulatory legal act defining improvement of the organizational and financial models and mechanisms of medical care, as well as innovative and prioritized aspects of the healthcare development which were for the first time regulated by this document.
