A Fuzzy-AHP Framework for Comprehensive Post-Evaluation of Asphalt Pavement Maintenance Projects

Post-evaluation of asphalt pavement maintenance projects is a key component of scientific maintenance decision-making. Through the conclusions of post-evaluation, mature experiences can be systematically summarized. However, there are still many shortcomings in the current post-evaluation of maintenance projects that need to be improved. Firstly, existing post-evaluation practices mainly focus on preventive maintenance, with insufficient attention paid to medium and major repair maintenance. Secondly, some current evaluation system indicators are difficult to obtain, which hinders their practical application in engineering. Finally, insufficient consideration is given to the early stage of scientific maintenance decision-making, which affects the comprehensiveness and guidance of the evaluation conclusions. To address the above problems, this paper proposes a post-evaluation framework for asphalt pavement maintenance projects that integrates the Analytic Hierarchy Process (AHP) and fuzzy comprehensive evaluation. The framework establishes a dynamic weighting mechanism that distinguishes between the different evaluation characteristics of preventive and restorative maintenance. Additionally, it introduces fuzzy logic methods to handle uncertain data and thereby reduce subjectivity. Furthermore, the framework conducts a systematic evaluation from four dimensions: decision-making, construction quality, technical effect, and economic benefit, and adopts a threshold-based scoring mechanism to enhance consistency and practicality in engineering applications. Finally, the paper selects a micro-surfacing maintenance project as a case to verify the advantages of the proposed framework, and the results show that the framework has good practicality. At the end of the paper, future directions for improvement are discussed, aiming to further promote the establishment of intelligent and digital post-evaluation methodology systems.
