Research on Dynamic Construction Method of Command and Control Capability Packages Based on SOA

To address the limitations of integration and dynamic adaptability in cross-service command and control systems in a joint operations context, this paper proposes a dynamic construction method for command and control (C2) capability packages based on Service-Oriented Architecture (SOA). The C2 capability package is built on an integrated information service platform, where cross-service operational resources such as strike, reconnaissance, and support are digitally represented. These C2 capabilities are encapsulated into service-oriented, shareable model data packages. By combining operational capability requirements, the system selects, matches, and loads these model data packages to dynamically construct mission-customized C2 capability packages, providing precise operational capability support for executing joint operation tasks. Simulation experiments demonstrate that the proposed method significantly improves construction efficiency, dynamic response time, resource utilization, and task completion rates compared to traditional static methods, non-dynamic SOA methods, and microservice-based dynamic methods.
