Unwillingness of the Regency Government to Implement West Sumatra Provincial Regulation Number 7 of 2018
This research aims to find out the reluctance of the regency government to follow up on West Sumatra Regional Regulation Number 7 of 2018, regarding Nagari. The methodology used is a qualitative inquiry approach, and data collection was done through interviews. Data analysis was conducted using Nvivo software. There are three research locations, namely Agam Regency, Tanah Datar Regency, and Padang Pariaman Regency. Then, the research site also included 6 village governments consisting of Nagari Manggopoh, Nagari Sungai Pua, Nagari Pagaruyung, Nagari Andaleh Baruah Bukik, Nagari Parik Malintang and Nagari Kayu Tanam. The results showed that the regency government's reluctance to follow up on Regional Regulation No. 7 was caused by: the unclear purpose of customary nagari; limited human resources of customary nagari; differences in KAN interpretation; community preference for Dinas Nagari government system; sectoral/group ego; need for comprehensive study; diverse customary culture of nagari salingka; no agreement yet; customary nagari boundaries; and budget factors for customary nagari government. This research suggests that stakeholders need to discuss and comprehensively review Policy Number 7. The involvement of government stakeholders and academics, as well as a range of elements from indigenous peoples and even the Nagari government, is very important.
