THEORETICAL PRINCIPLES OF STATE REGULATION OF THE NATIONAL MARKET OF ELECTRONIC PAYMENTS OF UKRAINE

The article examines the theoretical, methodological and applied principles of state regulation of the national electronic payments market, which is based on a comprehensive analysis of key conceptual provisions. It is noted that the identification and understanding of the essential characteristics, as well as the configuration of the payment system and the structure of its elements allows us to identify the roles that electronic payments play in the economy. It is emphasized that when developing the methodological basis of state regulation of electronic payments, it should be noted that institutions responsible for managing the development of the national economy should take into account the following aspects: first, global and national trends in the development of electronic money, settlements and payments; second, their current and prospective consequences, challenges, risks and threats at all levels of relations - individuals, business entities, regions, industries, national economies; third, factors that directly and indirectly affect the development of electronic payments and settlements; fourthly, the conditions for activating factors - stimulants and suppressing factors - disincentives; fifthly, the mechanisms, tools and means of state policy for the development and realization of the potential of electronic payments. When forming the theoretical and methodological principles of state regulation of the development of the electronic payments market, it is necessary to take into account those criteria that unambiguously confirm that an increase in the volume of market activity can be interpreted as growth. It is proven that the practical testing of state regulation of the electronic payments market requires the implementation of the functions of analysis, planning, implementation and control to achieve the objectives of state policy in this area along the following vectors: increasing the potential of market entities – service providers; increasing market capacity; improving conditions for market development; strengthening market stability; implementing socially significant functions
