Demographic Development of a Region: Conceptual Framework and Management Model
Regional demographic development is a key driver of socio-economic stability and sustainable growth. In light of global challenges such as population aging, declining birth rates, and migration, effective demographic management is increasingly important. This article explores the theoretical and methodological foundations of managing regional demographic development and proposes a management model by drawing on P.K. Anokhin’s functional system framework. The study employs literature analysis, triadic category decoding, and modeling techniques. The study proposes a definition of demographic development, incorporating qualitative, quantitative, and behavioral dimensions of regional populations. A conceptual model outlines core ideas and highlights key challenges in demographic management. The proposed management model applies the functional system framework, comprising key elements: useful result, afferent synthesis, decision-making, action result acceptor, efferent synthesis, and feedback. This model offers a systematic approach to demographic policy, supporting demographic security, well-being, and regional sustainability. The study underscores the importance of integrating theoretical insights with practical strategies in demographic management. The model can inform policy development at both regional and national levels, contributing to society’s long-term sustainable development.
