Abstract

The article considers methodological approaches to making management decisions regarding personnel management in the field of occupational safety at industrial enterprises. As the analysis shows, recently new approaches to assessing occupational risks, planning preventive measures, as well as ways to improve the methodological support of the processes of developing and making management decisions have been proposed. The relevance of the topic is substantiated in connection with the growing requirements for the level of professional training and competence of employees responsible for occupational safety in production. The importance of a systematic approach to the formation of human resources potential, taking into account modern risks, labor market dynamics and regulatory requirements, is emphasized. The analysis of recent scientific studies is carried out, which focus on the need to implement personnel audits, outsourcing, and the creation of professional standards and training programs for occupational safety. A methodology for evaluating candidates for the position of head of the occupational safety service is proposed according to clearly defined criteria, which include professional competence, management skills, the ability to make decisions under uncertainty, and stress resistance. The use of the Hurwitz criterion to support decision-making in situations with different environmental scenarios allows to increase the validity of the selection of managerial personnel. Possible states of the enterprise functioning were modeled and corresponding calculations were carried out, confirming the expediency of applying the methods and criteria of the theory of decision-making in personnel policy. Practical recommendations were developed for improving the personnel training system, using information technologies to monitor the state of labor protection and introducing motivation systems. A conclusion was made about the need to integrate scientifically based approaches to personnel management to increase the effectiveness of labor protection and reduce the level of industrial injuries.
