CORE VALUE BERAKHLAK APARATUR SIPIL NEGARA SEBAGAI NILAI-NILAI BUDAYA KERJA DALAM PELAYANAN PUBLIK

Abstract BerAKHLAK is an acronym for Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative. These core values are the standards that the State Civil Apparatus (ASN) must uphold in implementing government policies and programs. As the spearhead of public services, ASN plays a key role in various sectors, including education and health services, particularly at the village and sub-district levels. For government programs to run effectively, a work culture that aligns with the vision and mission must be implemented. BerAKHLAK is not just a slogan but a principle that must be realized in every aspect of ASN work. This study aims to examine how to implement the core value of BerAKHLAK as a work culture in dealing with the community. Using qualitative methods, this study draws on literature reviews from various scientific sources, including books, journals, and official government documents, as comparative materials. Theoretically, this study aims to enhance ASN Human Resources (HR) capabilities to perform their duties more professionally. The study’s results show that the strategy for implementing ASN Core Values is based on surveys as an evaluation tool, which can be conducted digitally in this era. Additionally, technical training to support soft skills is a practical strategy that cannot be overlooked. Supervision and evaluation, as well as collaboration with relevant agencies, are essential. At least through these steps, it becomes a practical offer to implement the Core Value of Morality for ASN—an offer of ASN employer branding discourse to foster a spirit of service and professionalism.
